D-bus works on windows, theoretically a UnifiedPush distributor is possible, like KUnifiedPush but for Windows.

Would allow for background notifs on Windows, but I really don't want to work on this. External contributions welcome.

Currently blocked on no UnifiedPush distributor existing for Windows.
